Raised in Chattanooga, Commissioner Mackey graduated from Riverside High School. Born to a military family serving in the US Army, his father instilled the importance of higher education. He has a bachelor's degree from Tennessee State University, a doctorate in History from MTSU and a post-doctoral study from the University of Texas.

Commissioner Mackey continues to be a vocal leader in holding the powers of government accountable. His deep understanding of our nation's history has instilled a strong sense of the important role leadership plays in changing lives for the better.

Commissioner Mackey has overseen significant progress in the fight for social justice reform, voting to have fair judges appointed and calling on the County police department to reform their policies and tactics.

In sixteen years of service, Commissioner Mackey has overseen countless resolutions to transform District 4. He proposed the restoration of Boynton Towers to provide affordable housing to its tenants. He has voted to invest millions into our public school system including being instrumental in getting the Howard football stadium built and a vocal advocate for the placement of Mary Ann Garber Vocational School in East Chattanooga.
